SUBJECT: QUARTERLY PERFORMANCE REPORT (JANUARY – MARCH 2026)
1. EXECUTIVE SUMMARY
During the first quarter of 2026, UFMI prioritized membership expansion, royalty collection, and
institutional governance. Key achievements included the formal constitution of the Board of
Directors, a significant increase in rights-holder registration, and the successful integration into
international networks such as AGICOA.
2. GOVERNANCE & INSTITUTIONAL MILESTONES
Board Leadership: Successfully conducted the swearing-in of the Board of Directors. Key
leadership positions, including the Board Chairman, Vice-Chairman, and Committee
Chairpersons, were filled via democratic vote.
Strategic Assets: The deployment of the branded UFMI van has served as a mobile
sensitization unit, significantly increasing public inquiries and building licensee
confidence during field operations.

3. MEMBERSHIP & RIGHTS MANAGEMENT
Current Membership: 442 registered Right Owners.
Previous Quarterly Growth: 324 new members joined this quarter (Oct: 19, Nov: 103,
Dec: 202). This 273% increase is attributed to aggressive member engagement and field
outreach in the regions of southern and western Uganda.
Quarterly Growth: 25 new members joined this quarter (Jan: 18, Feb: 05, Mar: 02).
Works Registered: 287 Deeds of Assignment/Works currently signed in favor of the CMO.

7. TARGETS FOR Q2 (APRIL – JUNE 2026)
Financial Target: UGX 30,000,000.
Membership Target: 30 new members per month.
Operations: Continued assessment of Users and intensified digital campaigns via
podcasts and the UFMI van.
8. ADMINISTRATIVE REQUESTS TO URSB
1. Capacity Building: Specialized training for UFMI staff and members on copyright law.
2. Enforcement Support: Issuance of Inspectors’ Certificates to facilitate smooth field
operations.
3. Security Liaison: Closer coordination with the URSB Police Enforcement Unit to combat
rising piracy.
Updates on Uganda Federation of Movie Industry (UFMI) Meetings with Its Members
Recent meetings held by the Uganda Federation of Movie Industry (UFMI) have focused on strengthening the industry’s development and addressing key challenges faced by members. These gatherings provided a platform for stakeholders to discuss progress, share ideas, and plan future initiatives aimed at promoting local cinema.
During the latest sessions, topics covered included the enhancement of film production standards, distribution strategies, and ways to increase international exposure for Ugandan movies. Members also deliberated on the need for improved funding opportunities and capacity-building programs to support emerging filmmakers.
Additionally, UFMI emphasized fostering partnerships with government agencies and private sector entities to create a more conducive environment for industry growth. The federation also discussed upcoming film festivals and promotional events designed to showcase Ugandan talent.
The meetings concluded with a commitment to maintain regular communication among members and establish clear action plans for the upcoming months. Continuous updates will be provided to ensure transparency and active participation in the federation’s ongoing efforts to elevate Uganda’s film industry.

(Tariff for “BPDS”)
Effective from 1st January 2019
1. Scope of Tariff
This tariff applies to the performance of cinematographic material or films in copyright and neighboring rights at bars, pubs, drinking spots and similar premises.
2. General Conditions
2.1 This tariff applies only to performances of films covered by a license from UFMI, obtained before performance commences. Any performances not so covered will be assessed at double this tariff. UFMI is not bound to offer a license under this tariff in respect of any performance for which application was not made in advance.
2.2 The expressions performance includes performance by means of Television, Video Projector, or DVD players only for the purposes of communicating to the public
2.3 Where the premises are let out for functions at which films are provided either by the management of the premises or by the leases themselves, the fees for such functions are calculated separately on capacity basis.
2.4 For the purposes of this tariff, 250 days a year will be used for assessment.
3. UFMI reserves the right to make such variations in this tariff as it considers appropriate when licensing premises or performances which, in its opinion, do not fall within the scope of this tariff.
4. Royalty chargeable: Assessed rate per day for 250 days

Every Licensee under this tariff will pay to UFMI, in addition to the license fee due under the tariff, a sum in respect of Value Added Tax calculated at the relevant statutory rate on the annual license fee payable and UFMI shall provide a Tax Invoice in relation to the fee payable, to the License.
7. Definitions
”cinematographic material or film in copyright and neighboring rights” means any film produced in Uganda or any country to which Uganda owes a copyright obligation under reciprocal protection or any international copyright convention or treaty.

2.1 This tariff applies only to performances of films covered by a license from UFMI, obtained before performance commences. Any performances not so covered will be assessed at double this tariff. UFMI is not bound to offer a license under this tariff in respect of any performance for which application was not made in advance.
2.2 The expressions performance includes performance by means of Television, Video Projector, or DVD players only for the purposes of communicating to the public
2.3 Where the premises are let out for functions at which films are provided either by the management of the premises or by the leases themselves, the fees for such functions are calculated separately on capacity basis.

2.1 This tariff applies only to performances of films covered by a license from UFMI, obtained before performance commences. Any performances not so covered will be assessed at double this tariff. UFMI is not bound to offer a license under this tariff in respect of any performance for which application was not made in advance.
2.2 The expressions performance includes performance by means of Television, Video Projector, or DVD players only for the purposes of communicating to the public
2.3 Where the premises are let out for functions at which films are provided either by the management of the premises or by the leases themselves, the fees for such functions are calculated separately on capacity basis.
2.4 For the purposes of this tariff, 250 days will be used for assessment.
3. UFMI reserves the right to make such variations in this tariff as it considers appropriate when licensing premises or performances which, in its opinion, do not fall within the scope of this tariff.

5. Tariff Adjustment
The foregoing rates of charge are related to the Official Consumer Price Index as published by the Uganda National Bureau of Statistics as for the year 2015. They are subject to a surcharge or discount of 1% in respect of every increase or decrease of 1 complete point in the weighted average figure of the aforementioned Index. Such surcharge or discount shall take effect from the sixth day of the anniversary month next following the second month in which the relevant index figure is published.
6. Value Added Tax
Every Licensee under this tariff will pay to UFMI, in addition to the license fee due under the tariff, a sum in respect of Value Added Tax calculated at the relevant statutory rate on the annual license fee payable and UFMI shall provide a Tax Invoice in relation to the fee payable, to the License.
7. Definitions
”cinematographic material or film in copyright and neighboring rights” means any film produced in Uganda or any country to which Uganda owes a copyright obligation under reciprocal protection or any international copyright convention or treaty.
NOTES
Instead of all days in the year, per convention and consideration, 250 days will be assessed and charged. The remaining days will be free for natural and physical interferences and non – working days.

UFMI A9: TARIFF FOR INDUSTRIAL PREMISES, FACTORIES, BANKING
HALLS, OFFICES AND SMILAR VENUES
(Tariff for “IFBO”)
Effective from 1st January 2019
1. Scope of Tariff
This tariff applies to the performance of cinematographic material or films in copyright and neighboring rights at work and /or meals by means of television receiving sets in industrial premises, banking halls, factories workshops, canteens and similar establishments.
2. General Conditions
2.1 This tariff applies only to performances of films covered by a license from UFMI, obtained before performance commences. Any performances not so covered will be assessed at double this tariff. UFMI is not bound to offer a license under this tariff in respect of any performance for which application was not made in advance.
2.2 The expressions performance includes performance by means of Television, Video Projector, or DVD players only for the purposes of communicating to the public WHETHER THE APPARATUS IS OWNED BY THE EMPLOYER OR EMPLOYEE(S).
2.3 The LICENCE FEES are calculated by reference to the number of employees to whom the film may be seen per day for 250 days of the year.
3. UFMI reserves the right to make such variations in this tariff as it considers appropriate when licensing premises or performances which, in its opinion, do not fall within the scope of this tariff.
4. Royalty Chargeable: Assessed rate per day for 250 days
4.1 IN FACTORIES, BANKING HALLS, OFFICES WORKSHOPS ETC.
Fees per day (or part thereof) of performance respective of the Actual film content remain exposed or seen for each unit of 6 (six) employees (or part thereof) to whom the film is at UGX1,000/=per day per branch/ office outlet.
4.2 SHIFTS
Where day and night shifts are worked with differing numbers of employees in each separate assessment will be made for each shift, at 1,00/= for the day and 500/= for the night shift.
4.3 IN CANTEENS ASSOCIATED WITH ABOVE
Fees per day for each unit of 25 (twenty-five) employees (or part thereof), whether on day or night shifts, to whom the use of the canteen available at UGX 550/= per day per branch/office/outlet.
4.4 SMULTANEOUS PERFORMANCE
Where the performances are given simultaneously in the factory/ banking hall and the canteen, the change will be calculated at UGX 700 per day for each unit of 25 (twenty-five) employees per branch/office/outlet for 250 days a year
5. Tariff Adjustment
The foregoing rates of charge are related to the Official Consumer Price Index as published by the Uganda National Bureau of Statistics as for the year 2015. They are subject to a surcharge or discount of 1% in respect of every increase or decrease of 1 complete point in the weighted average figure of the aforementioned Index. Such surcharge or discount shall take effect from the sixth day of the anniversary month next following the second month in which the relevant index figure is published.
6. Value Added Tax

1. Scope of Tariff
This tariff applies to the performance of cinematographic material or films in copyright and neighboring rights at work and /or meals by means of television receiving sets at shops, malls, super markets, stores and similar premises.
2. General Conditions
2.1 This tariff applies only to performances of films covered by a license from UFMI, obtained before performance commences. Any performances not so covered will be assessed at double this tariff. UFMI is not bound to offer a license under this tariff in respect of any performance for which application was not made in advance.
2.2 This tariff applies to the Broadcasters’ communication to the public of audio visual works. For the purposes of this tariff, Diffusion Service” shall mean any Telecommunication service of transmissions consisting of sound and images fixations, which take place over wires, wireless or other path provided by material substance and intended for reception by specific members of the public.
2.3. The LICENSE FEE for any television diffusion service is calculated by reference to;
- The Gross Annual Revenue received by the operation of the diffusion service from;
- Subscribers to such a service and
- Persons or companies whose advertisements are carried in the diffusion service, subject to a minimum fee per receiving apparatus
